Funding for climate adaptation: an overview for municipalities

In brief. There is no single programme that finances municipal climate adaptation. Instead, several funding pots from the federal government, the states (Länder) and the EU interlock, each with its own goals, deadlines and funding rates. The key federal building blocks at present are the DAS funding scheme (DAS, German Adaptation Strategy funding) run by the Federal Ministry for the Environment (BMUKN; the project sponsor is Zukunft, Umwelt, Gesellschaft (ZUG) gGmbH, and the Zentrum KlimaAnpassung, Centre for Climate Adaptation, advises municipalities free of charge), the BMWSB programme "Adapting Urban and Rural Areas to Climate Change" and the Kommunalrichtlinie (KRL, municipal climate protection funding guideline). State programmes add to this. Important: many of these programmes work with time-limited funding windows that are periodically closed. Why this matters for your municipality. Climate adaptation costs money, for staff, concepts and construction measures. Anyone who understands the funding landscape can shape projects to fit a programme instead of having to fund measures from a tight core budget. The mistake we see most often: municipalities plan the measure first and then search desperately for money. It works better the other way round. Another point for the finance department: programmes differ substantially in funding rate, own contribution and pre-financing requirements.

What federal programmes exist and what do they cover?

Federal funds can broadly be grouped by purpose. The DAS funding scheme (guideline "Adapting to the Impacts of Climate Change") is the classic instrument specifically for adaptation: it supports the entry into municipal adaptation management, i.e. staff positions and concepts, as well as innovative pilot projects. It runs through funding windows that open and close repeatedly. The current guideline dates from 19 July 2021 and is limited until the end of 2026.

The BMWSB programme "Adapting Urban and Rural Areas to Climate Change" finances capital investment measures in blue-green infrastructure: green and open spaces, water retention, desealing. It is a separate programme, not to be confused with the DAS funding scheme, and is administered via the BBSR (Federal Institute for Research on Building, Urban Affairs and Spatial Development).

The Kommunalrichtlinie (KRL) is primarily a climate protection instrument. It funds climate protection management, concepts and capital investment measures to reduce emissions. For pure adaptation it is not the first choice, though some measures with dual benefits may qualify.

Where do states and the EU help?

Alongside the federal government, the states run their own funding. In North Rhine-Westphalia, for example, programmes such as the Klimaanpassungsrichtlinie (climate adaptation guideline) and ERDF-backed calls for low-threshold measures are underway. For many municipalities these are the more pragmatic entry point, because the application process is shorter. Details vary considerably by state, so it is always worth checking the programmes run by the relevant state ministry.

The honest limitation. Eligible does not mean approved. The most attractive pots are often oversubscribed and close early once funds are exhausted, as happened with the DAS funding window in August 2025. Funding rates and deadlines change constantly; every figure in this text is a snapshot. We do not make and cannot give funding commitments. Whether your specific project qualifies depends on the programme, the timing and the quality of the application, and must be assessed individually.
