This requires deliberately designing ground levels, kerbs and open spaces.

How do you correctly plan emergency water routes?

An emergency water route is a deliberately designed route along which water flows off when the sewer is overloaded, usually a street, a green corridor or a system of swales. The basis is the heavy rain hazard map, which shows the natural flow paths. Planning means: keeping these routes clear, raising vulnerable building entrances, directing the water to a tolerable destination, such as an area that is allowed to flood briefly. How do you permanently anchor prevention in planning?

Individual measures are not enough; prevention must become routine. Effective levers are stipulations in the land-use plan (ground levels, retention volume, maximum runoff), requirements for rainwater management, and the early involvement of the water management authority in every land-use planning procedure. DWA code of practice M 119 and standard sheet DWA-A 118 provide the technical framework; for rainwater management, DWA-A 102-1/-2 provides additional guidance. The earlier water is addressed in the process, the cheaper and more effective the solution.

The honest limit. Water-sensitive planning is most effective in new construction and redevelopment. Existing built-up areas can only be converted slowly and in construction cycles; no city becomes water-sensitive overnight. Emergency water routes require space that is often lacking in densely built existing areas. And controlled flooding means consciously accepting damage at defined locations, which requires political agreement on where water is allowed to stand.
