Who in the administration is responsible?

Climate adaptation is a cross-cutting task. It touches urban planning, environment, green space, civil engineering, health and disaster protection. In many municipalities a climate adaptation manager bundles these threads, a position that can be funded through the federal DAS-Förderrichtlinie (federal DAS adaptation funding guideline). In small municipalities without dedicated staff, this is often taken on by the head of department or an inter-municipal cooperation. What matters is not the organisational form but clear responsibility and a mandate from senior administration.

Where do you concretely start?

The starting point is not an expensive study but an honest stocktake: what data already exists (development plans, sewer network, tree register)? Where are known problem areas? Usually this is enough for a first rough climate risk assessment showing where you need to look more closely. From there you work towards a strategy and prioritised measures. The most common mistake is starting with a list of measures without knowing exposure, which later leaves you without justification.

The honest limit. No tool and no consultancy can take the political decisions off your hands: which street gets desealed, which square gets trees, where money is lacking.
