In brief. A climate risk and climate impact assessment shows which climate impacts affect your municipality, how strongly, and where. It links climate data (heat, heavy rain, drought) with your specific local exposure and assesses which risks are most urgent. It forms the basis for strategy, measures and funding applications. Honestly: the assessment does not replace detailed planning, it shows where detailed planning is needed.
Why this matters for your municipality. Without a solid assessment, measures are chosen by gut feeling or political pressure, and are contestable. Funding bodies increasingly demand a traceable risk assessment as justification. Internally, the assessment helps direct scarce resources where they prevent the greatest damage. It is, in effect, insurance against costly misinvestments.
What is the difference between a risk and an impact assessment?
The terms are often mixed up. The climate impact assessment asks: which consequences of climate change affect which areas (health, infrastructure, green space, economy)? The climate risk assessment links these impacts with probability of occurrence and extent of damage, and derives a priority from this. The Umweltbundesamt (UBA, Federal Environment Agency) has shaped the methodology for the federal level with the Klimawirkungs- und Risikoanalyse (KWRA, climate impact and risk assessment); for municipalities it is applied on a smaller, location-specific scale. In practice both steps run into one another.
What data do you need?
Two sides need to come together. First, the climate side: DWD (German Weather Service) figures on hot days and tropical nights, heavy rain and precipitation data, climate projections. Second, the exposure side: where do many older people live, where are daycare centres and clinics, where does the sewer network run, where are sealed surfaces and cold air corridors? Much of this already exists within your administration, in development plans, register-based evaluations, green space and sewer registers. The effort often lies less in procurement than in bringing the data together.
How do you get from the assessment to a decision?
The result is maps and evaluations that make hotspots visible: the overheated neighbourhood square, the depression at risk of flooding, the district with a vulnerable population and little green space. You rank these hotspots by urgency. From this you derive where to plan in more detail first and apply measures. It is important to treat the assessment as a living tool and update it with new data, not as a one-off study in a drawer.
The honest limit. A risk assessment works with models and probabilities, not certainties. It shows where risks are high, not whether and exactly when an event will occur. Detailed studies are then needed for the actual construction implementation. And the quality stands and falls with your input data: outdated registers lead to imprecise results.
