In short. There is no blanket figure for "climate adaptation": costs depend on your risks and the measures you choose. The question only becomes meaningful once you consider investment costs, ongoing follow-up costs and avoided damage together. Many adaptation measures are cost-effective because a single mitigated extreme event saves more than the measure costs.

Why this matters for your municipality. The finance department is where it is decided whether a strategy becomes reality. Without cost figures there is no budget line, and without a cost-effectiveness argument there is no political majority. At the same time, there is a strong temptation to look only at the investment side. Anyone who ignores avoided damage systematically underestimates the benefit and makes adaptation look more expensive than it is.

What cost components make up the total?

Three blocks belong together. First, investment costs: construction, planning, land acquisition. Second, ongoing costs: urban trees need watering and care during dry periods, and technical installations need maintenance. These follow-up costs are often forgotten and later jeopardise the measure's effectiveness. Third, staff and process costs for planning, participation and applications. Set against these are the avoided costs: damage to buildings and infrastructure, health costs from heat, and disruptions. This side is harder to quantify, but it is the actual reason for adaptation.

How do you calculate cost-effectiveness properly?

Compare a measure's life-cycle costs against the expected avoided damage. Even rough scenarios help: if heavy rain causes a certain amount of damage once every ten years, you can estimate at what level of investment a preventive measure pays off. Take multiple benefits into account: a greened area cools, retains water and improves quality of public space. These benefits fall by the wayside in a pure investment analysis but are decisive for prioritisation.

How do you reduce net costs?

The most effective lever is funding. For climate adaptation, the BMUKN's DAS funding directive applies; it runs until 31 December 2026, with ZUG as the project sponsor. Investment projects are additionally supported by the federal programme "Adapting Urban and Rural Areas" run by BMWSB and BBSR (last reviewed: August 2026). The rates under the Municipal Guideline (Kommunalrichtlinie) apply only to climate mitigation projects. As of mid-2026 the federal DAS funding scheme had no open call; also check state-level programmes. A second lever is bundling: linking desealing to road resurfacing that is already planned shares the costs.

The honest limit. Cost estimates are only as good as their underlying data. Avoided damage can rarely be quantified precisely, and regional construction prices fluctuate. Serious cost-effectiveness calculations therefore work with ranges and scenarios, not false precision. No one from the outside can guarantee your specific measure costs; they only become reliable once you have local quotes and planning in place.
